On Monday evening, the Sheboygan Common Council’s Committee of the Whole will meet behind closed doors.
To review an independent report on City Attorney Chuck Adams.
A report so serious that its findings could have “substantial adverse effects” if discussed in public.
The agenda cites Wisconsin State Statutes 19.85(1)(c) and (f), which allow for closed-door discussions regarding employee performance, disciplinary data, and ongoing investigations. These statutes are rarely invoked unless there is something serious at stake. The fact that this meeting is happening at all suggests Adams’ actions are finally under the microscope—but will the council take real action, or will they cover for him once again?
For months, citizens have raised concerns about misconduct within the City Attorney’s Office. Now, we have a closed-session meeting of the Committee of the Whole.

TBS Obtains Concerns of Local Resident
A Sheboygan resident shared a letter sent to Casey Bradley in August 2024.
The concerns cover the Jill Hall investigation of Todd Wolf and whether that investigation was independent and impartial. The city paid close to $70,000 for this investigation. Edits were made to the final Hall report after Hall consulted with the City Attorney.
Why would this happen if the investigation was independent and impartial?
Concerns were also raised about the lack of transparency regarding open records requests. An invoice related to the Hall report was never shared. The missing invoice contained documentation of consultations between the City Attorney and Hall.
This invoice was discovered after analyzing invoices previously turned over and comparing them to checks paid to the law firm. They did NOT match up.
When the invoice was finally released, the City Attorney’s Office claimed it had been left out by mistake.
Concerns were also raised about Adams’ handling of complaints regarding inappropriate comments made by former Human Resources Director Adam Westbrook to a city employee.
Adams refused to conduct an investigation.
Westbrook is currently awaiting sentencing after being convicted of sex crimes against his own child.
Further concerns were brought forward regarding an alder who was contacted immediately after forwarding an email to their personal email account. The alder received a phone call minutes after forwarding the email and was questioned about why it had been forwarded.
Were the City Attorney’s office monitoring alder email accounts?

The Common Council will decide the next steps. Will the Common Council stand up for transparency and integrity in local government?
