  • A Nation Divided Doesn’t Happen Overnight — Erosion of Right and Wrong Divides Us

    This past week nationally has been scary.
    The past few years locally have been concerning.
    This platform has been labeled MAGA, propaganda, and disinformation.

    None of which have proven true.

    The purpose here has always been to create awareness and discussion in an effort to move Sheboygan forward — while listening to all perspectives and points of view.

    Credit is due to Mayor Sorenson for showing leadership and vetoing an ill-planned amendment from a council member regarding the city attorney’s office. 

    The expectation remains that he will continue addressing the ineptitude and lack of preparedness shown by a majority of the Common Council.

    The focus here has always been simple: right versus wrong.

    Criticism came from Alder Dean Dekker, who accused this page of “running a good employee out of Sheboygan” when former Human Resources Director Adam Westbrook resigned.

    Since then, Westbrook has been found guilty of sex crimes against his adopted child.

    Alder Dekker has failed to publicly address his remarks in a council meeting you can view here.

    There has also been concern raised over photos of Mayor Sorenson with a group openly mocking the Catholic faith.

    Citizens of Sheboygan have spoken out both in support of and against positions shared here on many issues.

    Can Alder Dekker not agree publicly the actions of Adam Westbrook were wrong?

    Can Mayor Sorenson not publicly apologize for the photo where some employees of the City of Sheboygan and residents of Sheboygan felt marginalized based on their faith?

    Without agreement on right or wrong we are lost — but this has become complex in recent times.

    This debate goes back to the founding of our nation.

    The Founders believed liberty and justice could not survive if good and evil were left to personal opinion.

    It’s why they grounded rights in something higher than government.

    Because if government gives your rights, government can also take them away.

    John Adams warned:

    “Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.”

    And Benjamin Franklin asked the chilling question:

    “If men are so wicked with religion, what would they be without it?”


    Fast-forward to today…

    Nationally: our country is more divided than at any time in recent memory. What we witnessed this past week is disturbing — a symbol of how far we’ve slipped.

    Here in Sheboygan:

    • Lawsuits have drained millions of taxpayer dollars.
    • A city attorney resigned amid controversy.
    • Massive dollars are being committed to development with no understood plan for the future.
    • Alder Dekker has refused to address public remarks blaming others for concern with the behaviors of Adam Westbrook while working as the H.R. Director in Sheboygan.


    Different scale, same disease:

    When leaders cut themselves loose from higher accountability, division, waste, and corruption follow.

    History is shouting at us:

    Liberty, justice, and freedom can’t survive in a vacuum.

    They only endure when anchored to a higher order — when people recognize they are accountable to more than themselves.

    Faith is personal.
    History and truth are not.

    Our country began out of a desire for religious freedom. 

    This freedom is essential for our nation to survive.

    There is also a need for agreement on right versus wrong.

    This cannot be left up to human interpretation, or the definition of right versus wrong will sway with societal pressure and public opinion.

    There is no misunderstanding here — most people disagree with political violence.

    But the deeper issue is how we define right and wrong.

    The word often used in faith is ekklesia.

    It has been adapted and changed over time, but in its original Greek it meant a formal assembly of people with authority.

    In Athens this was how democracy was exercised — people who believed in something bigger than themselves, collectively agreeing on right and wrong based on a higher, more perfect order.

    History shows this plainly: humans cannot define right and wrong on their own, or else we will fail.

    The Founders knew it.
    Sheboygan has proven it.
    And America is living it.

    If we want unity and healing — here in Sheboygan and across the nation — we need consensus on what is right and wrong.

    We need leaders willing to admit wrong.
    We need citizens willing to demand accountability.

    We need virtue.
    We need faith.
    We need to remember where freedom, liberty, and justice truly come from.

    Because without that, history tells us exactly where we will end up.

  • Another Scandal, Another Betrayal of Trust: Sheboygan City Officials Fail Employees and Residents Again!

    April 7th, 2025

    TBS obtained a copy of the criminal investigation (link below) into the City Attorney’s Office. The Fond du Lac Police Department recommended a charge of misconduct in public office, a felony under Wisconsin state law.

    The report details a surveillance state within City Hall, run by the City Attorney’s Office. At the center of the investigation was former City Attorney Chuck Adams. Adams reviewed emails from a wide range of city employees and residents without their knowledge.

    Adams’ cousin works at the Police Department and was facing disciplinary issues. Chuck Adams frequently searched for information regarding his cousin, even accessing internal police department emails without approval.

    Adams also searched for a case previously reported by TBS, which led to the election fraud conviction of a long-time Sheboygan Democratic Party activist for stealing a political flyer. The flyer was taken from a Sheboygan resident’s doorknob, stolen from a candidate running against the current Vice President of the Common Council, Zack Rust.

    Adams accessed this case by its number, reading emails between the Police Department and the District Attorney’s office. This included reviewing the police report, which contained the names of Sheboygan residents advocating for fair elections.

    Why would Adams have a special interest in this case?

    Adams was well-known for his advocacy of liberal-leaning candidates. Could Adams have tipped off the local Democratic Party or Alder Rust on the details of this criminal investigation?

    Adams frequently searched for “Take Back Sheboygan” or names of local residents he believed to be associated with the site. 

    Was this motivated by political interests?

    Alder Joe Heidemann was mentioned in the report due to concerns that Adams and Assistant City Attorney Liz Majerus were monitoring his emails. Heidemann had forwarded an email from former HR Director Adam Westbrook to his personal email, as it was easier to read on his personal device.

    Minutes after forwarding the email, Heidemann received a call from Assistant City Attorney Liz Majerus, asking numerous questions about why he had forwarded the email.

    Heidemann has often clashed with liberal leadership on the Council and in City Hall. 

    Why were his emails being monitored?

    It appears that Majerus and Adams were monitoring emails of other city personnel in real time. 

    Majerus was interviewed and shared that she once had high respect for Westbrook’s legal expertise, but that had changed over time. She admitted some things she did with Westbrook regarding email searches were actions she would not take again.

    Adams also viewed emails from City Administrator Casey Bradley without Bradley’s knowledge. The report raised concerns with the IT department in Sheboygan, highlighting a lack of training and infrastructure. This became evident to Bradley shortly after he started in Sheboygan.

    Bradley worked to address these shortcomings, and a member of the IT department filed a whistleblower complaint against him. Adams hired an outside legal firm to investigate Bradley without alerting the Common Council. Bradley believed that Adams did not have the authority to investigate him, as that authority rested with the Common Council

    Chuck Adams’ son was also employed in the IT department during this time but left for a position in Manitowoc shortly before the investigation began. Chuck Adams would often search his name, his son’s name and his cousin’s name to find emails relating to his family members and himself.

    The report reveals dysfunction within City Hall and violations of privacy involving city employees and residents. When Adams was questioned about searching for emails regarding his cousin, he claimed it was due to a winter parking issue. At one point, detectives told Adams they didn’t believe these searches were related to a winter parking incident.

    The viewing of emails was connected not only to Adams’ family but also to groups or residents who opposed liberal leadership in Sheboygan.

    Do you feel the City of Sheboygan has abused its power for political gain?

    All of these breaches of trust happened under the tenure of Mayor Ryan Sorenson. Sorenson claims to be the CEO of the city of Sheboygan. In other cases of misconduct as egregious as this the CEO is ultimately held responsible. 

    The release of this report also coincides with after Mayor Sorenson won reelection last week. A city resident reported the attorney hired by the Common Council for representation in this matter stated this investigation may be released after April 11 which is Adams last official day with the city of Sheboygan, even though he was removed from his duties on March 19. 

    This report along with the release of open records from Mayor Sorenson were both released after the election. The open records request TBS reported on yesterday went unfilled for 244 days.

  • Sorenson Hides Records Until After Reelection

    Local residents submitted open records requests regarding communications between Mayor Sorenson, Adam Westbrook, and the Sisters of Perpetual Indulgence on June 28, 2024, and August 5, 2024.

    Mayor Sorenson never acknowledged the requests, while Human Resources Director Kelly Hendee did. This site reported multiple times on the city’s long delay in complying with the request. 

    After 242 days, Assistant City Attorney Liz Majerus fulfilled the request.

    Mayor Sorenson received three emails from the Sisters of Perpetual Indulgence, but these records were withheld until two days after he won reelection.

    On March 26, 2025, Assistant City Attorney Majerus emailed a resident stating that Mayor Sorenson did not have records responsive to the request. Majerus claimed the IT Department would need to access former employee accounts to check for records related to former HR Director Adam Westbrook. 

    She also stated that the IT Department could not address this due to their focus on the October ransomware attack.

    Why did Majerus state, six days before the election, that Mayor Sorenson had no records responsive to this request?

    Sorenson received multiple emails from Sister Aidie H. Dee on July 17, 2023, informing him that the City Attorney, Chuck Adams, was also copied. Sister Dee communicated with Westbrook regarding local residents’ concerns about Mayor Sorenson’s ethics violations.

    On July 17, 2023, Sorenson received the statement from the Sisters of Perpetual Indulgence, and Westbrook completed his ethics investigation of Sorenson on July 26, 2023.

    With Sorenson involved in the ethics investigation and receiving the same communications as Westbrook, who was conducting the investigation, does this raise concerns about the validity of the investigation?

    Sorenson was sworn in with an oath to uphold the U.S. Constitution, the Wisconsin Constitution, and to faithfully execute the duties of his office. 

    Does hiding the release of these documents until after winning reelection seem like he honored his oath?

    Sorenson’s failure to respond to open records requests until after his reelection calls into question his ethics.

    Section 2-267: Responsibility of Public Officials and Employees states:

    “Public officials and employees are agents of public purpose and hold office for the benefit of the public. They are bound to uphold the Constitution of the United States and the state and carry out impartially the laws of the nation, state, and city, thus fostering respect for all government. They must observe the highest standards of morality and discharge faithfully the duties of their office, putting public interest first.”

    Sorenson stated he did not have records responsive to this request. The records were withheld for 244 days and not released until after Sorenson won reelection. 

    Does this align with the highest standards of morality and the duties of his office?

    Did Sorenson put public interest first or did Sorenson put his personal political issues first?

    Could Sister Dee be Preston Kite, who was sentenced to 65 years in prison for crimes against children and animals, and they removed the profile?

    According to the ethics investigation conducted by Westbrook, he interviewed the man in the photo with Sorenson. Is that man Preston Kite?

  • Sorenson Donations Tell Two Different Stories: ActBlue is the Main Character in Both

    Reviewing Mayor Sorenson’s financial documents from his previous run for mayor to his current financial documents tells two very different stories. One common thread is the use of ActBlue as a fundraising tool.

    ActBlue has been embroiled in controversy, and seven senior-level leaders just resigned. In January of 2025, the Times Union of Albany reported the New York State Campaign Finance Board is investigating a $100 donation to a political campaign under a fake name. This donation was processed through ActBlue, which raised concerns about fraudulent contributions and misuse of the popular fundraising platform for Democratic candidates.

    The donation came under the lewd name of “Jack Mehoff”. The last time TBS saw a name like this it was in researching the Sisters of Perpetual Indulgence where one sister was named “Rex Uranus”.

    This article also talks about concerns of political donations from people with almost no digital footprint. This raises concerns about the validity of the donations.

    TBS previously reported on Ryan Sorenson’s out-of-state donations in 2020 during his previous campaign for mayor of Sheboygan.

    TBS analyzed donations from Sorenson’s 2020 campaign finance reports. Here are a few of the donors from outside of Wisconsin who contributed to Sorenson:

    • Mary Anderson, an Online Fundraising Director from Westport, Connecticut
    • Clinton Carr, associated with Columbia, Maryland
    • Anna Roberts, linked to Modesto, California
    • Susan Crump, from Norwood, Massachusetts
    • Ida Fattell-Philips, residing in New Orleans, Louisiana

    TBS conducted online searches using Google and Artificial Intelligence, and one common theme emerged:

    Very limited information!

    These individuals have almost zero digital footprint. In today’s world, it is almost impossible to have such a limited online presence.

    Sorenson’s current campaign reporting documents have very different donors. One donor is from outside of Wisconsin. A simple Google search turns up information on this individual. This person is clearly real.

    Why the massive change in who is donating to Sorenson?

    During his first campaign, ActBlue was facing zero scrutiny, and donations poured in from across the United States. In 2023, ActBlue started facing scrutiny over potential fraud and straw donations. There are even concerns that donations came from outside the United States from foreign adversaries to impact American elections.

    Why have donations to Sorenson from outside Wisconsin stopped after ActBlue faced scrutiny?

    We know Sorenson does not comply with Open Records Laws. It has been 267 days since a resident requested any records between Sorenson and Preston Kite. Kite was sentenced to 65 years in prison for sex crimes against children and animals.

    Why is Sorenson disregarding Wisconsin laws on open records?

    Does Sorenson’s disregard for open records laws cause you concern over potential disregard for campaign finance laws?

  • Sorenson Continues to Use ActBlue Amid Controversy and Concerns

    ActBlue is a prominent online platform used by Democratic political candidates to raise money. ActBlue has failed to implement proper security protocols, which have led to concerns over ethical donations and potential fraud.

    There are currently investigations into ActBlue for potential:

    • Fraud
    • Money laundering
    • Foreign donations

    All of which are unethical if not illegal.

    Seven senior officials at ActBlue have recently resigned. The company and their charity are in disarray.

    TBS has looked at out-of-state donations to Sorenson through ActBlue. Sorenson has received donations from out-of-state individuals with almost zero digital footprint. Individuals from California, New York, Massachusetts, and other states have donated to Sorenson.

  • Perella Shuts Down Local Resident Over Concerns Regarding Mayor Sorenson’s Ethics Investigation

    A Sheboygan resident submitted concerns regarding the investigation of Mayor Ryan Sorenson for ethics violations in 2023. Committee of the Whole Chairperson Grazia Perella responded by email.

    Chairperson Perella states, “No new information on the subject has surfaced that would affect or invalidate the findings of the previous investigation, there is no basis for me to convene the ethics board on that same subject.”

    There is considerable new information that calls into question the validity of the previous investigation.

    The investigation was conducted by former Human Resources Director Adam Westbrook. Westbrook is currently awaiting sentencing in federal court for sex crimes committed against his own child.

    Westbrook’s name surfaced in the investigation of Preston Kite, who was recently sentenced to 65 years in prison for sex crimes against children and animals.

    A news article covering the investigation from the beginning reported that a law enforcement officer involved in the case stated that, despite years of experience, the videos discovered were among the most disturbing content they had ever seen.

    There is concern that the male nun interviewed as part of Sorenson’s ethics investigation may have been Preston Kite. Local residents have submitted open records requests to Mayor Sorenson regarding any communications between him and Preston Kite.

    Sorenson has NOT acknowledged the request for 261 days.

    Why is Sorenson silent?

    Do you believe that someone like Adam Westbrook had the ethical standards to conduct a valid investigation of Mayor Sorenson?

    Westbrook is morally and ethically bankrupt. Perella does not seem to feel the same way. The new revelations about Westbrook’s crimes should call into question any work he completed while employed by the City of Sheboygan.

  • Crisis in City Hall: Closed-Door Investigation into City Attorney Monday

    On Monday evening, the Sheboygan Common Council’s Committee of the Whole will meet behind closed doors.
    To review an independent report on City Attorney Chuck Adams.
    A report so serious that its findings could have “substantial adverse effects” if discussed in public.

    The agenda cites Wisconsin State Statutes 19.85(1)(c) and (f), which allow for closed-door discussions regarding employee performance, disciplinary data, and ongoing investigations. These statutes are rarely invoked unless there is something serious at stake. The fact that this meeting is happening at all suggests Adams’ actions are finally under the microscope—but will the council take real action, or will they cover for him once again?

    For months, citizens have raised concerns about misconduct within the City Attorney’s Office. Now, we have a closed-session meeting of the Committee of the Whole.

    This is about the integrity of your city government.

    TBS Obtains Concerns of Local Resident

    A Sheboygan resident shared a letter sent to Casey Bradley in August 2024.

    The concerns cover the Jill Hall investigation of Todd Wolf and whether that investigation was independent and impartial. The city paid close to $70,000 for this investigation. Edits were made to the final Hall report after Hall consulted with the City Attorney.

    Why would this happen if the investigation was independent and impartial?

    Concerns were also raised about the lack of transparency regarding open records requests. An invoice related to the Hall report was never shared. The missing invoice contained documentation of consultations between the City Attorney and Hall.

    This invoice was discovered after analyzing invoices previously turned over and comparing them to checks paid to the law firm. They did NOT match up.

    When the invoice was finally released, the City Attorney’s Office claimed it had been left out by mistake.

    Concerns were also raised about Adams’ handling of complaints regarding inappropriate comments made by former Human Resources Director Adam Westbrook to a city employee.

    Adams refused to conduct an investigation.

    Westbrook is currently awaiting sentencing after being convicted of sex crimes against his own child.

    Further concerns were brought forward regarding an alder who was contacted immediately after forwarding an email to their personal email account. The alder received a phone call minutes after forwarding the email and was questioned about why it had been forwarded.

    Were the City Attorney’s office monitoring alder email accounts?

    What Happens Next?

    The Common Council will decide the next steps. Will the Common Council stand up for transparency and integrity in local government?

    Violación de la Política

El alcalde Sorenson invitó esta crítica que alcanza el estándar de violar la política ética de la Ciudad de Sheboygan.

    El alcalde Sorenson ha causado daño a la Ciudad de Sheboygan. Los comentarios negativos en la página de Facebook de Visit Sheboygan no invitan al turismo. Esto es evidente por el comentario de la mujer de Illinois. Luego, al comentar que esta mujer se quede en Illinois no ayuda a aumentar el turismo en Sheboygan.

  • Mayor Sorenson Investigated for Ethics Violation in 2023: Investigation was Conducted by Adam Westbrook

    In July 2023, Mayor Sorenson faced an ethics investigation over a photo taken by Visit Sheboygan at the Sheboygan Pride Event, where he posed with the Sisters of Perpetual Indulgence. The investigation concluded the complaint was “unfounded” and would be closed.

    Former Human Resources Director Adam Westbrook conducted the investigation.

    Westbrook is awaiting sentencing in federal court after being convicted of sex crimes against his own child.

    In the complaint, Westbrook stated he interviewed three people. The report includes quotes from:

    • Mayor Ryan Sorenson
    • Visit Sheboygan CEO
    • A male in the photo from the Sisters of Perpetual Indulgence.

    In dismissing the complaint, Westbrook wrote:

    “When analyzing whether Mayor Sorenson’s actions represent an attack on any specific religion, one must look to the facts of the event. According to the Abbey of the Brew City Sisters, they believe they are nuns, and their outfits are not a mockery, but a calling. It would be improper to substitute a non-member’s opinion of the group for the group’s stated mission and purpose. However, even if the outfit were to have been one mocking Catholics (which there is no evidence to support), the facts do not support the conclusion that the Mayor engaged in any inappropriate or unethical behavior by being present at the same event as them.”

    Westbrook’s argument hinges on the Abbey of the Brew City Sisters’ statement they are not mocking religion because they consider themselves nuns, and their outfits reflect their mission, not mockery. He further argues that non-members shouldn’t substitute their opinions for the group’s stated mission.

    But does this mean if you’re not a member, you have no right to question a group’s mission statement, even if it contradicts your beliefs?

    There’s also speculation that Preston Kite, the former law enforcement officer sentenced to 65 years in prison for sex crimes against children and animals, may have ties to the Sisters of Perpetual Indulgence.

    The initial investigation into Kite led police to Westbrook. The two reportedly shared videos of crimes involving Westbrook’s child.

    It’s been 256 days since Sheboygan residents submitted Open Records requests to Mayor Sorenson, asking about any communications with Preston Kite. They’ve received no response or acknowledgment from the mayor.

    Why is Sorenson silent?

  • Sorenson’s Out-of-State Donors Don’t Share Your Values

    Sheboygan, it’s time we pull back the curtain on Mayor Ryan Sorenson’s campaign funding. Looking at campaign finance documents from Sorenson’s past campaigns, one thing becomes clear—there are many out-of-state donors.

    Donations have come to Sorenson from California, Connecticut, Massachusetts, and other states. 

    What do people in California know about your needs in Sheboygan?

    Sorenson brags about being born and raised here, but does he share your values?

    Sorenson hired and supported former H.R. Director Adam Westbrook, who is awaiting sentencing in federal court for sex crimes against children. 

    Sorenson also posed for a picture with the Sisters of Perpetual Indulgence.

    Among Sorenson’s contributors, several hail from other states:

    • Mary Anderson, an Online Fundraising Director from Westport, Connecticut.
    • Clinton Carr, associated with Columbia, Maryland.
    • Anna Roberts, linked to Modesto, California.
    • Susan Crump, from Norwood, Massachusetts.
    • Ida Fattell-Phillips, residing in New Orleans, Louisiana.

    These names came from Sorenson’s previous campaign finance reports.

    TBS conducted online searches using Google and Artificial Intelligence, and one common theme emerged among these people:

    Very limited information!

    These individuals have almost zero digital footprint. In this day and age, it is almost impossible to have such a limited online presence.

    Who are these people?

    What stake do they have in Sheboygan’s future?

    Why are they investing in our local elections?

    These are questions every Sheboygan resident should be asking.

    ActBlue: The Controversial Fundraising Platform

    These donations came through the popular liberal fundraising site ActBlue, which has recently faced criticism for failing to properly verify donations.

    Concerns have been raised about:

    • Straw donations (fake donors being used to funnel money).
    • Foreign donations influencing U.S. elections.

    Sorenson’s current website still links to ActBlue for donations.

  • Kite Sentenced to 65 Years in Prison: 246 Days of Silence From Sorenson On Ties to Kite

    Preston Kite was sentenced to 65 years in prison after admitting he filmed himself sexually abusing children and animals. Previous reports indicated that Kite was abusing dogs and horses, and new information now includes a cow.

    Kite was friends with former Sheboygan H.R. Director Adam Westbrook, who is awaiting sentencing in federal court for sex crimes against his adopted child.

    Mayor Ryan Sorenson strongly supported Adam Westbrook during his tenure in Sheboygan. Current Common Council President Dean Dekker publicly criticized Sheboygan residents at the Common Council meeting where Westbrook resigned from the City of Sheboygan.

    Dean Dekker continues to refuse to release a statement regarding his passionate support of Adam Westbrook who is convicted of brutal sex crimes against his own child.

    Dekker stated that Sheboygan residents drove a “good employee” to resign and that “we are better than this.”

    246 Days of Silence from Sorenson

    Sheboygan residents submitted an open records request on June 28, 2024, requesting any communications between Ryan Sorenson and Preston Kite.

    Sorenson has not responded.

    It has now been 246 days of silence from the mayor’s office.

  • 194 Days of Silence: Why Won’t Mayor Sorenson Respond?

    It has been 194 days since Sheboygan residents requested open records from Mayor Ryan Sorenson regarding any communications between him and Preston Kite, tied to a photo from a Sheboygan Pride event.

    In that time, Sorenson has offered no response—not even an acknowledgment of the request.

    Who Is Preston Kite?

    Kite has pled guilty to serious charges, including:

    • 4 counts of possessing child pornography
    • 1 count of exposing genitals/pubic area/intimate parts to a child
    • 1 count of bestiality for engaging in sexual contact with an animal

    One court order even prohibited Kite from having contact with animals—for their safety.

  • Mayor Sorenson Empowered a Predator to Push His Political Agenda Over Your Priorities

    The tenure of Mayor Ryan Sorenson has been defined by aligning Sheboygan to his personal political agenda rather than preserving the traditional values and perspectives this city has upheld for years.

    Toward the end of 2022, Sheboygan was searching for a new Director of Human Resources. The hiring process occurred while the then City Administrator Todd Wolf was on leave, and the new H.R. Director started shortly after City Administrator Todd Wolf was terminated without cause.

    This process resulted in Adam Westbrook’s hiring as Sheboygan’s H.R. Director. Westbrook pled guilty to sex crimes against his adopted children and is currently awaiting sentencing in federal court. His tenure in Sheboygan was marked by significant turnover among city employees, terminations that led to lawsuits, and filings with the Department of Workforce Development. A documented culture of fear, intimidation, and retaliation has been featured on this site.

    In his resignation letter, Westbrook wrote,

    “I understood there was a need for significant cultural growth and change, and I willingly accepted the responsibilities of being a conduit for such change.”

    When Westbrook was hired, the hiring committee was assembled by Mayor Sorenson. 

    City Attorney Chuck Adams—who knew Westbrook before his arrival in Sheboygan—was involved in the process. Adams’ communication with Westbrook during the hiring process revealed questionable intent:

    Adams even assured Westbrook he would “do what he could” to help him secure the position.

    It was shocking one key city official was excluded from the hiring process: Alder Trey Mitchell, Director of the Finance and Personnel Committee, was not included on the hiring committee.

    Why was Alder Mitchell left off the hiring committee?

    Westbrook was hired under the belief that he would lead major cultural change. To illustrate, here’s a video Westbrook sent to all city employees outlining his change initiative:

    This video is a prime example of city employees’ experiences under Westbrook and Sorenson’s leadership.

    Westbrook, emboldened by Mayor Sorenson, pursued changes aligned with their personal political agenda—an agenda that did not reflect the desires of Sheboygan’s broader community.

    The Absence of Community Consensus

    This became evident during last year’s Common Council elections, where DEI (Diversity, Equity, and Inclusion) initiatives were noticeably absent from discussion. The message from Sheboygan’s residents was clear: Mayor Sorenson and Westbrook’s version of DEI was unwelcome.

    Their version of “change” went so far as to mock the faith of some Sheboygan residents, as evidenced in this photo:

    A Shift in Sorenson’s Messaging

    Mayor Sorenson has since abandoned his DEI focus. In a July 2023 fundraising email, Sorenson sought donations by touting his accomplishments of:

    • Flying the Pride Flag at City Hall
    • Banning conversion therapy in Sheboygan

    Yet today, Mayor Sorenson emphasizes historic investments in road repair and development, distancing himself from these earlier initiatives.

    Why the sudden shift?

    Mayor Sorenson appears to chase after the latest political trends driven by larger liberal organizations—often with little regard for Sheboygan’s real needs and values.

    Oh, it’s been 180 days since Mayor Sorenson ignored a resident’s request for records involving Preston Kite—convicted of nearly 20 counts of sex crimes against children and animals.

    Kite was ordered to not have contact with animals, for the safety of the animals.

  • Sorenson Robs Residents of Response to Records Requests

    Multiple Sheboygan residents submitted open record requests in June of this year regarding any communications between Mayor Ryan Sorenson, Adam Westbrook, Preston Kite, or the Abbey of the Brew City Sisters of Perpetual Indulgence.

    Mayor Sorenson proudly claimed he was operating in his official capacity as mayor of Sheboygan when he posed for this picture at the Sheboygan Pride event in June of 2023.

    There have been major developments since this photo.

    Former human resources director Adam Westbrook has pled guilty to federal charges for sex crimes involving children.

    Mayor Sorenson has never released a statement regarding Westbrook’s criminal charges.  

    Westbrook was identified in an investigation of former Racine County Deputy Preston Kite, who has pled guilty to over 20 sex crimes involving children and animals.

    Kite was ordered by the court not to have contact with animals for the safety of the animals!

    In addition, two other Fox Valley men were convicted of sex crimes against children and animals.

    Both men were associated with Westbrook.

    Shortly after Westbrook was arrested, TBS was contacted by an anonymous source stating there was a high-profile case in Kenosha relating to Westbrook.

    The case involved Preston Kite which led law enforcement to Westbrook. The Kenosha investigation led to the discovery of Westbrook recording videos of sexual abuse involving his adopted children and distributing the videos to Kite.

    Our anonymous tip was proven to be true.

    There were also anonymous reports that Preston Kite was the nun in the controversial photo with Sorenson at the 2023 Sheboygan Pride event.

    TBS also received reports that Kite was associated with Sisters of Perpetual Indulgence.

    There were additional reports of an email from Kite to Sorenson and Westbrook which stated Kite was the nun in the photo. This email allegedly states Kite apologized for any backlash due to the Pride Day photograph.

    This 2023 Pride Day photograph caused multiple Sheboygan residents to feel they were discriminated against based on their religion. These residents felt the Sisters of Perpetual Indulgence were mocking their beliefs.

    The additional information that Kite was allegedly in the photograph with Sorenson prompted the residents to file open records requests in June of 2024.

    Sorenson was listed as a recipient on the open records request emails and has NEVER responded to any requests.

    Current Human Resources Director Kelly Hendee did respond, as did Assistant City Attorney Liz Majerus. Despite multiple responses, records have yet to be produced.

    One frustrated resident took their concerns regarding the city’s refusal to comply with Open Record Laws to Sheboygan County District Attorney Joel Urmanski. This is the next step according to state statute regarding open records requests. Urmanski has had communication with Majerus, who assured him she would share the records.

    It has been six months. No records have been shared regarding Preston Kite and Mayor Sorenson.

    Why won’t Sorenson respond?

    Is there an email between Sorenson and Kite?

    Under Sorenson’s leadership there has been a lack of direction, endless lawsuits, and ethical concerns. Also concerning is Sorenson’s refusal to be open and transparent with Sheboygan residents.

  • When It Comes to Salary, Joe Sheehan is More About ME Than WE

    Joe Sheehan is running for Wisconsin State Assembly in District 26, which covers Sheboygan. Sheehan previously served as the superintendent of the Sheboygan Area School District (SASD). After announcing his retirement, the SASD struggled to hire a replacement. The Board of Education asked Sheehan to return for another year to allow more time to find a successor.

    Sheehan agreed, but not without securing a significant pay raise for himself. In 2017, Sheehan’s salary was $156,752.

    In his final year with the SASD, his salary ballooned to $175,000.

    This massive raise of almost 12% came at a time when teachers’ raises were barely 3% or 4%, dictated by the Consumer Price Index.

    The “WE” mentality Sheehan often boasts about doesn’t seem to apply when it comes to salary.

    A significant factor is how retirement pensions work. The state retirement system calculates pension amounts based on an employee’s two highest-earning years.

    This substantial salary increase was not just significant for Sheehan’s final year as superintendent; it also boosted his pension payments for the rest of his life.

    The one-year salary bump increased the annual pension he will receive in retirement.

    Meanwhile, teachers were setting up internet donation sites to purchase classroom supplies and were emerging from years of salary freezes during which there were NO pay raises.

    This is the reality of what Sheehan’s WE mentality looks like in practice.

    Is Sheehan about WE, or is he all about ME?

    At the time, school funding was a concern. The ramifications of Act 10 and school choice were being blamed for challenges in public education. Money was tight.

    Somehow, Sheehan managed to secure an almost 12% raise for himself.

    Sheehan often states, “We are all in this together,” but the SASD staff was not part of that WE when it came to salary increases. Only Joe Sheehan was.

    If Joe Sheehan gets to Madison, will he include you in his version of WE, or will he leave you out like he did the SASD staff for HIS own benefit?

  • You Can’t Afford More $6 Million Mistakes from Joe Sheehan

    Joe Sheehan failed to lead the Sheboygan Area School District (SASD) in negotiations with Aurora Hospital on the Field of Dreams sale in an ethical manner. Sheehan was sued by a group, and the SASD paid more than $30,000 in a settlement due to violations of laws, but more importantly, violations of the trust of Sheboygan residents.

    The real costs of Sheehan’s unethical and shady dealings were to you, the taxpayer. The Sheboygan Press was quoted as saying the Field of Dreams sale would have “marked a more-than $6 million windfall for the district.”

    A group of residents were forced to sue Sheehan and the SASD for secret meetings that took place over a period of two years. Sheehan was crafting a sale of the Field of Dreams site behind closed doors and without any notice to the public.

    When these shady dealings came to light and it was announced that Aurora was interested in buying the site, there was massive public outcry. This included the lawsuit. Eventually, Aurora pulled out of the deal and reached an agreement to build the new hospital on land owned by Kohler Co.

    There were additional costs. Aurora was going to renovate and build new athletic facilities for the kids of Sheboygan. The Butzen Farm site was going to become a marquee athletic facility. Soccer fields would have been built to host major youth tournaments. This would have brought significant economic impact to Sheboygan, with families coming here for tournaments.

    The children of Sheboygan would have had top-notch facilities. However, due to Sheehan’s shady and unethical practices, no game has yet been played on the Butzen Farm property.

    Why did Sheehan negotiate behind closed doors with Aurora?

    What was his motivation to violate open meeting laws?

    Part of the settlement required SASD leadership, including Sheehan, had to attend training on open meeting laws. After attending the training, Sheehan was quoted in the Sheboygan Press saying, “Did we learn anything new? Not necessarily.”

    This was after Sheehan was ordered by a judge to attend training due to violating open meeting laws.

    If Sheehan did not learn anything new, did this mean he knowingly violated open meeting laws when dealing with Aurora behind closed doors?

    Sheehan referred to the training as a “refresher.” This brazen disregard for violating open meeting laws is concerning.

    Sheehan cites on his website for his campaign for state assembly, “We are in this together.” He emphasizes the word “WE” and the “WE mentality” in ads.

    Where was the “WE” when he violated open meeting laws to negotiate with Aurora? As a taxpayer, were you a part of Joe Sheehan’s “WE”?

    Sheehan’s actions don’t show the same commitment to WE as his words!

    This blatant disregard for ethics, integrity, and including the public in decision-making is enough to cause concern with Sheehan as a candidate for the assembly.

  • City Attorney’s Office Caught Red-Handed Lying

    Chuck Adams has been caught lying to residents regarding the investigation into Todd Wolf conducted by the law firm of von Briesen & Roper. Citizens have requested invoices in the past regarding payment of your tax dollars to the firm regarding the termination without cause of former City Administrator Todd Wolf.

    In June 2023, the city attorneys supplied invoices from von Briesen to a citizen. This document is sixteen pages long. Wolf was terminated in January 2023, and the report regarding the investigation was released in February 2023. The investigation was to be independent and impartial regarding Wolf’s conduct. Attorney Jill Hall conducted the investigation.

    The invoices supplied have no billing from Attorney Hall for January 2023. This month was when the final report was being assembled to be presented to the Common Council. How can there be no charges from Hall for this month?

    The city has released dollar amounts regarding the total costs involved in the lawsuit regarding Wolf’s termination. The numbers have not added up compared to the invoices.

    In a recent request to the finance department, it has become clear why there is confusion. An invoice has been missing from what the city has turned over in open records requests.

    In official finance documents, there was an invoice from von Briesen with the number 416459, dated February 8, 2023, in the amount of $12,285. The city paid this invoice on February 22, 2023, with check number 359316.

    This invoice has never been turned over in open records requests.

    The city stated they complied with the records request submitted a year ago regarding invoices from the law offices of von Briesen & Roper.

    A more recent open records request was submitted regarding the Todd Wolf lawsuit, and there were no invoices from von Briesen included in that request.

    The citizen who submitted that request hired an attorney. Adams stated to the citizen’s attorney that the records request had been completed. In addition, other citizens have submitted open records requests regarding the Wolf lawsuit. Assistant City Attorney Liz Majerus has been responding to those requests stating she is working on processing them. Those requests relate specifically to invoices from von Briesen and Roper.

    One open records request request was submitted in the middle of June. There have been zero records returned to this citizen. Over a month has passed.

    At the June 17, 2024, Common Council meeting, the council voted to waive attorney-client privilege regarding the Wolf lawsuit. This opened up the public’s access to documents related to the case. The council acted in good faith and in the spirit of open and honest government to do this, which is appreciated.

    In a discussion leading up to the vote, Alder Belanger voiced concerns about the city attorney’s office processing open records requests and having the final say on what is redacted. Alder Belanger expressed concern regarding the City Attorney hiding documents, which may make him look bad.

    Alder Belanger and the council have an obligation to act. City Attorney Adams’ behavior is not up to the standards of professionalism required to serve you!

    The Wolf lawsuit has been settled in federal court.

    There is one additional federal court case ongoing and two additional lawsuits coming regarding employment matters during the tumultuous tenure of former H.R. Director Adam Westbrook, who is currently facing federal charges for child sex crimes.

    Attorney Adams has defended Westbrook and still has yet to condemn the behavior of Westbrook.

    One reason given to terminate Wolf was the alleged increased liability the city could face.

    City Attorney Chuck Adams is the legal liability!

    When will your city administrator, Casey Bradley, and your Common Council take action to protect you from Adams?

    Will Mayor Sorenson act to protect you?

  • City Attorney Chuck Adams Refused to Send Records – More Ethics Concerns

    City Attorney Chuck Adams is once again under scrutiny for a lack of transparency in handling open records requests. In January 2023, a city resident submitted a request for closed-session meeting notes, minutes, and communications related to the suspension and termination of former City Administrator Todd Wolf.

    The City of Sheboygan’s attorney’s office, headed by Adams and Liz Majerus, manages the release of open records. However, discrepancies have emerged. When the city released the closed session minutes from a November 7, 2022, meeting, two different records were provided.

    The city has the right to redact certain information. Initially, Meredith DeBruin cited redactions due to discussions of a development deal that could incur added costs if disclosed. No mention was made of any redactions pertaining to Wolf’s situation.

    Why does the current document span six pages while the original was only two pages?

    What is missing in the original?

    The details of the discussions are absent.

    Adams was quoted as saying, “We are not here to direct you in any certain way or decision but to act as a guide for decisions you are considering, but now that our liability concerns have changed.”

    Alder Rust queried if Wolf posed a financial liability for the city. Adams affirmed, “Yes, he is.”

    Subsequent quotes in the Sheboygan Press indicated that Wolf was a legal liability for the city.

    Does it sound like Adams guided the Council instead of directing them to fire Todd Wolf?

    A settlement in the Wolf lawsuit has since been reached, costing approximately $800,000.

    Moreover, a federal lawsuit is ongoing, and two additional suits have been filed by terminated employees. These suits stem from decisions made by former Human Resources Director Adam Westbrook, supported by Adams and Majerus.

    A potential lawsuit regarding the handling of open records requests by Adams and Majerus is also looming.

    Previously, this site has raised concerns about the city attorney’s office.

    Adams has:

    • Refused to investigate former H.R. Director Adam Westbrook for misleading citizens in an email.
    • Intimidated a local radio station for publishing an article on Westbrook’s resignation.
    • Defended Westbrook in a letter while refusing to correct negative public perceptions of former Director of Planning and Development Chad Pelishek.
    • Refused to denounce Westbrook, who faces charges of sex crimes against children.
    • Granted a new title to Assistant City Attorney Liz Majerus without involving elected officials.

    Adams labeled Wolf as a liability.

    Chuck Adams is the real liability.

    Adams withheld records in an open records request.

    Why?

    What was Adams trying to conceal?

    What is he trying to conceal now?

    The evidence indicates Adams did not comply transparently or ethically with an open records request.

    Demand accountability for the city attorney’s office.
